Granular Policy Control

Every movement runs through a named authoriser and an allow-list.

Treasury policy is configured up-front: who can authorise, against which destination addresses, for which amount thresholds, with what time-locks. Every transaction is checked against the active policy version before it can be signed. Out-of-policy attempts are blocked at signature time and routed for escalation. Policy edits are themselves audit-logged.
